Forgotten History: America in Afghanistan

I found this fascinating link today. I'm not quite sure what it's doing on a stock trading site but the article discusses the history of the previous attempt to bring Afghanistan into the modern world.
On two occasions I have been asked, "Pray, Mr. Babbage, if you put into the machine wrong figures, will the right answers come out?" I am not able rightly to apprehend the kind of confusion of ideas that could provoke such a question.
